I love Chattanooga, but your little will need a nice mix of brave (walk through this small rock opening where there isn't room for a parent to be literally at your side) with patient (it is a walk to a beautiful view but it takes awhile).
Ruby Falls and Rock City are fun, the aquarium is the best I have ever seen, the incline railway is just strange, and at least a few years ago there was a tow truck museum where people take tow trucks VERY seriously.
