Maybe he is a child of a staff member who got free or reduced tuition, and she/he drops him off to catch the shuttle?
My friend K's daughter goes to my Uni for free, and her mom drives her every day, and she is much more friendly with the staff than the students and really, frankly, could give a crap what they think.
