Fashion Crimes, Oh Dear Lord variety

Bright green stretch terrycloth tube (i.e. strapless) dress, very short with flouncy hem. Ugg-style boots with something I couldn't make out, sort of hearts and lightning bolts?, appliqued on the back of the ankles. Carrying a bright orange tote bag. Blonde ponytail. And, while this outfit would be risible even on a woman with a fantastic body, it wasn't on such a woman. And she was tugging continually at her skirt. And it's only about 62 degrees. People!
